Unable to Test case importer as a Custom Fields [Test Case, Action] required to be enable

When trying to manually import “Test Case Importer”, the Fields give me an alert

Please note: A Jira Summary, Xray Test Case Identifier and Custom Fields [Test Case, Action] are required to enable import.

I have tried every way to upload the CSV file and it cannot be uploaded.
IT IS IMPORTANT TO NOTE THAT IN MY TEST THE “Test Case” and “Action” FIELDS ARE REQUIRED and any type of text or images can be entered.

Here is a simple example selecting only the required fields in my CSV
