share a gadget

I created a Dashboard and have shared it, however the gadgets that where created, will not appear when another user logs on.  they are seperated by manufacture, so each manufacturer site, has there own dashboard.  However when one of the users of that manufactuer group logs in, the only gadget that appears is issues assigned to me

No custom gadgets, all where installed from ondemand

I Created a multiple dash boards, with multiple filters as an admin. I shared the dashboards, however when a user with non-admin rights logs in, they can not access the gadgets on the shared dash board.

I have not heard of such a functionality to put restriction on the gadget itself. Did you develop your own gadget?
