create a site with fileds for manual input, with creating a new subsite with these results?

Confluence won't do any of that, specifically:

  • It's an editor, not a form-filling thing
  • Users cannot create generally create spaces, there's a specific permission required, and you have to do it via the admin section (which presents you with fields for manual input)
  • Confluence does not do sub-sites

However, I think this is just wording - I suspect what you really want is to create/use a Blueprint.  These can ask the user questions about what they're doing and then create a page or set of pages based on the answers.  Have a look at https://confluence.atlassian.com/conf56/confluence-user-s-guide/creating-content/working-with-blueprints and https://developer.atlassian.com/confdev/confluence-plugin-guide/confluence-blueprints 

IF that's not right, then you might want to have a look at Adaptavist's Forms for Confluence at https://marketplace.atlassian.com/plugins/com.adaptavist.confluence.formMailNG (Yes, I do work for Adaptavist, so it is a bit of a cheeky advert there.  But I don't know of other addons that do Forms in Confluence quite so well, and I'd have said that if I didn't work for them too)
