Currently addon vendors can create promotions for "plugin 2" downloadable addons: https://developer.atlassian.com/market/programs-and-features/promotions-for-paid-via-atlassian-add-ons.

Do you have any plans to support promotions for connect addons?

According to this email on the Atlassian Marketplace mailing list it is on there radar.

It's a feature I'm really interested in and I've voted on AMKT-7893
