The about page on our onDemand instance suggests that Tempo Planner 1.2 has been enabled. But I've tried to reference the api using the following URL with no success:

Can you please send me a correct URL?

Just to add to Susanne's answer.
The API is intended for all Tempo products but was originally only available for Planner. However, this will change shortly so you will be able to use the API as a Timesheets customer.

New plugins need to connect to OnDemand via Atlassian Connect. We are working on the adjustments that need to be made in Tempo Planner so it can be used on OnDemand. We expect this work to be finished late in Q1 next year.

Hi Tim,
the Tempo Planner is not yet available for OnDemand. The information you see in "About Tempo" is for the System plugin: Tempo Planning API and is used for the planning feature in Tempo Timesheets. The API you refer to can only be used for Tempo Planner.
