What bamboo plugin step/integration is early enough to modify configurationMap

I used to do this as a PreBuildQueuedAction but something has changed over time so it no longer takes effect. I tried to do it later but getConfiguration becomes a read only copy, so I can't update "environmentVariables"

Is there a diagram for the flow of bamboo plugins?

Ideally I'd like something I can just modify environment variables for that run, instead of the global task definition for everything. The variablecontext variables all get prefixed with bamboo_ so that not an option
