Yes! We just released this feature yesterday, so it is now possible to create and manage tags on Bitbucket Server. Once you upgrade to 4.7 you'll be able to view all tags associated with a particular commit by navigating to that commit. Once there you can also add and delete tags if you have write access to the repo. You can read more about this in the 4.7 release notes.
I'm not sure what you mean by the second half of your question:
And also how to push the changes into the tag.
Tags mark a particular commit and are generally not meant to move around. Once you have 4.7 you can delete an existing tag and create a new one with the same name on another commit if that's helpful.

As already outlined by the preceding answers (+1), the ability to Add or delete tags to commits from within Bitbucket Server has by chance just been added as a native feature in Bitbucket Server 4.7. You can also achieve this in preceding versions by means of The Tag Maker add-on, which provides the following actions for tags in Bitbucket Server:
- Creating Tags
- Showing a list of tags
- Deleting Tags
- Editing tag message
- Moving Tags by changing the related commit-id
