Javascript plugin configuration

I'm trying to build a simple plugin that would include a JS file from a different server. I need a way to configure the plugin, so that I can specify include URL form admin panel, without the need to rebuild and reinstall plugin. I can't find any documentation on this topic. Can anyone advise what would be the easiest way to go about it?
