We would like to manage a list of contacts (First Name, Last Name, Email, Phone number, ...) in order to pick in this list and automacally complete custom field when creating an issue (helpdesk call). The list of contacts have to be created / updated through JIRA during the issue creation process. Is it possible to handle this with JIRA ?

To update, insert, (CRUD ops) you will need either to create a plugin; we did this several times but we used some scripting in order to achieve this (our own product: https://plugins.atlassian.com/plugins/com.keplerrominfo.jira.plugins.jjupin ); it has a built-in sql routine
Anyway. there are alternative solutions based on the same ideas.
