JIRA Multiple Leads

So I'm fairly sure JIRA doesn't support having multiple leads which makes sense as it would be difficult having default behaviors of assigning and stuff. I was wondering if there was a way to watch an entire project or something so that a secondary person can get notified of all creations within a project. (Theoretically without editing the notification scheme, but if that's the only way, so be it)

Yup, you need to modify the notification scheme to include that user or a project role if you want to keep it generic across projects.
