I am using script like the following to (hopefully) generate a link to a confluence page from a jira ticket. The output is correct, but not an enabled link! Is there a way to script that?

I suggest and easier way to do so. You can add an "Application link" between JIRA and Confluence and then you can add a link to a confluence page the same as you add a link to another issue. Once you add this link, automatically a link will be created between the JIRA issue and the Confluence page.
