How to set Project Administrator's Tab View as Plugin?

Hello all..

I have questions..
I'm developing a plugin about project administrator's tab.
However the screen is not be seperated..
Please watch below

First of all, there two sections...

I want to do like that.

So I made 'web work', 'web section', 'web item' modules and wrote below for 'web work' in .vm file

&lt;meta name="decorator" content="atl.general"&gt;
&lt;meta name="admin.active.section" content="atl.jira.proj.config"/&gt;

also I wrote 'link' in web-item part in atlassian-plugin.xml.

&lt;link linkeId="web_item" &gt;/secure/MyWebworkModuleAction.jspa&lt;/link&gt;

However it was not be seperated..

How to make be seperated ????

Give me some ideas.....

yes I have found infomation about section and item but I couldn't solve it..
