How Script runner plugin can be used to perform duplicate check for issue based on pre-defined jql during issue creation ?

Please advise if script runner plugin can be used to validate uniqueness of issue based on jql during issue creation. We want to avoid creation of duplicate records. This validation should not allow issue creation if duplicate check is positive.

I'm not sure if JIRA SR can do that but another add-on can. Try Suggestimate
