* For Germany the duden (standard reference) suggestes "To-do-Liste" (see http://www.duden.de/rechtschreibung/To_do_Liste)
* Custom Field is translated in JIRA as "Benutzerdefiniertes Feld", which will ensure german users will know what it is
=> This would be my suggestion for the description: "Benutzerdefiniertes Feld für eine To-do-Liste"
And I would just name it "To-do-Liste Plugin"
