Create project via REST api in JIRA version v6.4.13

I would like to ask if it is possible to create a project via JIRA REST api (method POST) in JIRA version v6.4.13? Or is it necessary to have higher version of JIRA?

No, you can't create a project via JIRA's REST in 6.4 - there is nothing which handles the POST verb, you'll probably receive 405 method not allowed. You can possibly expose a rest endpoint using script runner, but I'm not sure if the 6.x-compatible version supports that.
