Task as a child issue of an Epic causes Jira Plan timeline view to not show the progress bar column, more specifically the Progress (Issue Count) bar.
Here is an example. Top epic only has tasks as the issue type as its children, second epic has Stories as the issue type as its children.
Is there a way that I can configure Jira to allow task issue type to roll up to Epics and show the progress bar at Jira Plans Timeline level?

I have confirmed the issue, it was to do with Exclusion rules.
While we have excluded all issue types except for Epics and Initiatives from the plan, it appears that Company Managed projects have those filtered out even from statistics like the progress bar whereas the Team-managed projects continue to show the statistics like the progress bar.

As far as I know, there is absolutely no reason why different issue types would be considered differently to display progress against their parent epic.
A couple of things that might be causing this (your screenshot is not providing enough information to get a good idea of the root cause in your situation, as child issues are not displayed in it):
