Multiple releases for a single issue

We are trying to plan using both program increments (time intervals during which work will be done, e.g., 2018 Q4) and regular releases (e.g., v. 2.1.7). A story could belong to both: working on it in 2018 Q4 and for delivery in v. 2.1.7.

Is there a way in the Scope screen of PFJ to

a) Choose more than one release for an issue? The Release field in the Scope screen seems to be single-select, even though the field it uses is multi-select.

b) Drag and drop a story to a release, rather than using the Release field?
