Is the issue in the Backlog screen? Either showing in a sprint there or in the backlog list?

Are you able to find and view the issue through issue searching?

Go to Board Settings > General and review your Filter Query for the board. Is the issue you created within scope of the filter?

Next go to the Board Settings > Columns. Are there any unmapped statuses? Is the issue you created in a status that is mapped to a column of your board?
