What is pulsing orange circle in calendar view time block?

Sometimes when I enter time into the calendar view of Tempo Timesheets, I get a pulsing orange circular blob (highlighted in the attached picture.

What does this blob represent?

Regarding the orange blinking dot, it’s a visual cue to notify user of a new feature, this will only happen once when there is new feature.

Does it provide any other UI to let you know what the new feature is that is being highlighted?  Hover text? Etc.?
