Validator for whether a checklist exists

I know that there is a validator for whether checklists have been completed.  This is great for validating that a task has been completed before it is moved to a next step.  What I'm looking for is a validator that a checklist exists -- useful for ensuring that our product managers and business analysts use the multiple checklists plugin rather than writing acceptance criteria in the Description.
