Recently I've just noticed someone from my organization added a new app from MarketPlace. Currently, it is Free Trial, but in a month it will be paid.
1. How can I check who did it? Is there any log for these kinds of activities?
2. Is there any particular credential one needs to have to be able to associate a new app? Can I somehow block this for everyone and open it only to some special group like admins?

You have to be a sys admin to add apps.

In terms of the Audit Log, there is nothing related to the apps there, although I found the log of this activity in Confluence-specific Audit Log:
