Can a user submit a form in confluence if the page is restricted?

I don't want anyone to be able to edit my forms so they are restricted. Does that mean no one will be able to submit a form?

No I am just using the Forms macro to create my forms.

It must be some from some plugin, as Confluence does not have a built-in functionality for building forms

I thought it might be our, ConfiForms app and I jumped in to help, but it seems it is not.
