What access required to change JIRA Workflow

Hello Team,

I'm using JIRA for our internal Project Management. We have created a project with Default WorkFlow and no I want to change it to custom WorkFlow

Please share the documents on 

1. How to create Custom Workflow
2. Access Type Required to create Custom FowkFlow

@amod.kulkarnidepending on the scope of your project you could consider creating a team project, which can be administered without any specific permissions.
