I had looked this up about a year ago and it wasn't an option, now can't find it in a search. Is it possible to remove paid licenses from users automatically yet? As it stands now, we have to manually go through our active users to remove these licenses, such as Confluence.
The plan is all users that don't use a paid license after 90 days, will have that removed from their account. For example, Bob Smith has JSM Agent, Jira, and Confluence, he has used JSM Agent and Jira everyday but hasn't used Confluence at all, Confluence will be removed.

As @Pramodh M has mentioned outside of connecting your Atlassian Cloud to an IdP and managing access/licence group membership from there removing licences is still in the realm of 3rd party apps.
Ours is User Management for Jira and it targets this exact automated use case, with Scheduled User Actions. These are currently available for the "centralised user management experience" and the support for the old one is to be released in 1 week.
We also provide Bulk User Actions in case you need to perform a manual bulk cleanup from time to time (e.g. right now). The app is fully functional while on trial – give it a try?

The administration page for users provides the latest data, or data from the last 24 hours, showing which users have been active and their last login date. However, to effectively manage license removal, add-ons are required to track usage over a specific period and automate the license removal process.

If you have a programmer at your disposition, you can easily accomplish that by integrating with User management REST API: The User management REST API REST API.
Jira offers developers the chance of achieving actions, such as creating, deleting or deactivating an user with your customized requirements.

Thanks for the information. I noticed there are options for delete, deactivate, reactivate and cancel delete accounts. Is there one specific to removing a license for Confluence or Jira after X amount of time?

No there is not such option in the API, as a single call, this is why apps exist that incorporate this very logic.
