I have a Kanban board we're using with a group of individuals who are helping with prioritization efforts. In the backlog, we have Ranking enabled and the ability to drag issues into the appropriate priority order.
The users who I want involved with the prioritization process are functional users, so I do not want them to have edit privileges to the issues themselves, they have view/comment access as a "User."
However, I do want them to be able to help us prioritize, by allowing them to rank the issues within the backlog. I've searched everywhere and I cannot find a permission or option to allow this. I've granted the "User" the "Schedule Issue" permission, but it does not appear that they can rank without the "Edit" permission.
I am wondering if there is a way to configure this that I have missed. I also wonder if others share a similar desire for a setup like this.

Yes, you must have both the Schedule Issues AND Edit Issues to be able to rank the issues.
