I’m trying to create a filter/report/dashboard (whatever works) where I can see the worklogs and the time spent on a specific ticket. I believe that dashboards don't allow me to manipulate the data as needed. Has anyone needed this type of data before? If so, how did you create a visualization for it?

If you consider using Atlassian Marketplace apps, eazyBI very well integrates with Tempo Timesheets, and you can also analyze Jira native worklogs (depending on what your time tracking provider is in Jira)

Using the measure "Hours spent", which accumulates the worklog hours from Jira, you can interact with the report using the feature "Drill through worklogs". It would show the worklogs (with details such as user, ticket and comment) from the particular report context on an additional pop-up screen.

Unfortunately, Jira dashboards don’t support direct manipulation of worklogs.
If you’re open to using a third-party app, WorklogPRO provides a powerful solution for managing worklogs. It allows you to create detailed reports and dashboard gadgets to track time spent on specific tickets, giving clear visibility into worklogs.
By creating a Jira filter for the issues you want to track, you can use it in WorklogPRO’s Timesheet report gadget to display worklogs for any period. Its grouping capabilities let you organize worklogs by assignee, issue type, or other fields, providing multiple insights in a single report. You can also click on a worklog cell to edit or update the entry directly from the report.
WorklogPRO also includes a Work calendar gagdet,which displays worklogs in a calendar format for a clear overview over time. Worklogs can be managed and edited directly from the calendar view, allowing you to track, adjust, and organize entries without leaving the dashboard.

You might consider using time-tracking apps that in most cases have a customizable report of tracked time on issues.
I can recommend our Clockwork Automated Time Tracking & Timesheets Pro or Lite app, which allows you to track time for individual users across the projects, and this data using timesheets and create reports that can be configured in various ways using break-down and filtering options.
Using timesheets, you can create a report and filter it based on several options including, projects, issue types, issues labels, or other fields. You can choose a range for a whole year and break down the data by chosen fields. This information can be also exported to Excel files.

When it comes to displaying your team work logs on the dashboard, you may consider our app - Worklogs - Time Tracking and Reports.
You can display different users, projects, custom fields, etc. Of course, you can log time into your Jira issues directly from the dashboard.
You can also add several different reports to your dashboard, for example, one gadget shows a table with your time logs and another shows your data in the form of a Pie Chart:

For each ticket, show:
Issue key, summary, and assignee
Total time spent

You're right that dashboards might not offer the manipulation you're looking for directly within Jira's native functionalities. Many users find themselves in a similar situation when needing to go beyond basic issue counts or simple time aggregates.
If you consider using plugins, I'd recommend Planyway for Jira. The tool covers 3 use cases: roadmapping, resource planning, and time tracking. As for time tracking, the app syncs with Time tracking field in Jira and processes the data into reports you may find useful.

Filter by issues.
If needed, the report can be shared by link or exported to Excel or PDF.

If you want to use the default dashboard, only one or two of them can show time spent. I think the workload pie does.
If you are going to develop your own custom app, I have been able to get them via both a local C# app and an online Forge Dashboard gadget.
The endpoint I use is: /rest/api/3/issue/JIRA-123?expand=worklog
The "worklog" returns as an array of entries for that issue and you can see who saved what.
If you only need total time spent per issue, that is in the root level "fields" and is called "timespent". It's in seconds. But this doesn't tell you who saved it.
UI Kit 2 can be used to display it on the dashboard. It's much easier to use "timespent" totals due to the time it takes to load a bunch of issues. If you need the full worklog data, which is the only way to tell who saved what times, then my suggestion is you make use of Forge online storage and save totals per person per issue every time it runs and only actually query updated items, otherwise your gadget will eventually time out
