As part of a revised process - a team are wanting to raise Bugs as Bugs - but then for working them in sprint, convert them to Stories (as they can then capture the effort via story points).
Is there a way to query 'issues where their issue type has been changed'?

My recommendation is to just add the Story Points field to the Bug screens. Then keep the items as Bugs.
Trudy's answer is correct, there's no native way of doing this without an App, or additional metadata.
But why would you want to do this?

You're going to lose visibility of what bugs have been found, how many were fixed, what versions they impacted, etc.
You'd be better to create a separate Story to "fix" the Bug. You could even have one Story for multiple Bugs.

The short answer is no, not without a third party plugin.
There is a WAS operator, but it works with only a limited number of fields, and Issue Type is not one of those fields.
