Request Type Group Filter in Custom Rule

We have created groups for different vendors and for each vendor group request types are similar. So how we can create the custom rule for issue creation and update the condition as per request type for corresponding vendor group.

i.e 

Vendor A

                      Request type 1 : Hardware

                       Request type 2 : Software

Vendor B                       

                      Request type 1 : Hardware

                       Request type 2 : Software
