Is it possible to create tags in PE/Atlas independent of goals or projects?
Problem
Tags work the same way labels in Jira do: Everyone can create their own. Some PMs would like to pre-populate the list of tags that should be used by others.
Solution
Allow tags to be created the same way as projects/goals are.
